What policy support is available for the new energy power industry?

As of 2026, China's new energy power industry has formed a multi-level policy support system covering top-level design, fiscal and tax policies, market mechanisms, and local implementation. It focuses on four key areas: installed capacity expansion, system upgrades, technological breakthroughs, and the cultivation of new business models, driving the transformation of green energy advantages into industrial competitiveness.

 

National Level: Building a New Energy System and Strengthening Systemic Support
The National Development and Reform Commission, the National Energy Administration, and other ministries have continuously promoted the high-quality development of new energy, issuing a series of policies to strengthen top-level design and systemic coordination:

 

Overall Planning and Grid Connection Guarantee: The State Grid Corporation of China released ten measures to serve the high-quality development of new energy, clarifying the target of no less than 200 million kilowatts of new energy grid connection annually during the 15th Five-Year Plan period, increasing the construction of ultra-high-voltage direct current (UHVDC), improving inter-provincial transmission capacity by 35%, and ensuring efficient absorption of renewable energy in desert and wasteland areas and integrated hydro-wind-solar projects.

 

Supporting the Development of New Business Models and Formats: Encouraging private enterprises to participate in the construction of virtual power plants, smart microgrids, green electricity direct connections, and charging infrastructure, promoting the aggregation of distributed energy resources to participate in the electricity market, and improving system flexibility and renewable energy absorption capacity.

Promoting integrated development and model innovation, the "Guiding Opinions on Promoting the Integrated Development of New Energy" were issued, which divides new energy development into five scenarios, including "sand and barren land" power transmission, integrated hydropower, wind and solar power, and offshore wind power, and implements policies according to different categories; it promotes the integration of new energy with traditional industries and expands new applications such as green hydrogen and zero-carbon industrial parks.
